Water Cell does not behave correctly with Waterlogged Blocks

Describe the bug
When I attempt to use Water Cell to create a waterlogged block (such as waterlogged stairs), it instead pours the water out on top of the block.

Steps to reproduce the behavior:

  • Obtain a water cell.
  • Use it on a waterlogable block.

It's only a behavioral error so I don't have any log.
