1 - Doesn't appear to consume power
2 - Scrap it's made can suddenly disappear from the output box
3 - Putting hopper on top will put items into the output box if it's empty
4 - Recycler carries on working if the output box contains the input items (see 3) and there's nowhere for the scrap to go.
