Indeed, the yosemite cliffs generate on plateaus, but the terrain does not quite match the idea of "cliffs". If there is only Terralith, yosemite cliffs appear more fractured.

It's a bit disappointing since this biome is meant to be beautiful and rare. I do not know much about terrain generation, but it seems in the dimension file yosemite cliffs has different arguments compared to other cliffs, which could be related.
