[Bug] Ores don't generate below y0

Issue Description
When generating terrain, ores do not generate below y level 0.
Steps to reproduce
- Run any pack including ores that generate lower than y 0
- Clear out stone from a chunk using world edit.
- It is very clear that ore does not spawn below y 0
Expected behavior
Ore should continue generating below y 0
Actual behavior
Ores do not generate below y 0
