Palette selector noise function options can be greatly improved

Things to do:

Allow plugging in data-driven noise configs as palette selector functions
Allow using predefined normalization tables, or custom tables.
Use FastNoise deterministic white noise (will need to be reimplemented in our FastNoiseLite)
