Spawns vanilla biomes even if vanilla biome weight is set to 0 if there aren't enough TB biomes

What's the issue you encountered?

When there are too less biomes to load from (for example from BOP) TB spawns vanilla biomes even if vanilla biome weight is set to 0 in the config. This also seems to happen on older versions, not only 1.21.

How can the issue be reproduced?

  • Install the newest version of Forge for 1.21
  • Add TerraBlender and a mod that uses TB for biome generation (for example BOP)
  • Set vanilla_overworld_region_weight to 0 in the TB config
  • Disable a lot of the biomes in the biome mod's config

Additional information

I use this mod on 1.20.1. I know that you most likely will not fix this issue for older versions but if you would, it would make my life a lot easier

Seems like this isn't a bug of TerraBlender but rather BOP just replacing the disabled biome with the vanilla counterpart
