Welding doesn't apply a bonus depending on smithing skill.

Describe the bug

  1. What did you expect to happen: Welding an unfinished armor piece and a metal plate (or double plate) together would have the finished armor piece have a bonus from skill.
  2. What actually happened instead: Welding an unfinished armor piece and a metal plate together has the finished armor piece with no bonus from skill, even if the unfinished armor piece had it.

To Reproduce

  1. Make an unfinished armor piece from any metal. It should have a bonus from skill in its tooltip.
  2. Weld the unfinished armor piece with a plate (or double plate) of the same metal. The finished armor piece has no bonus from skill in its tooltip.
