1. What problem or issue would this enhancement solve?
   Self explanatory, allows configuring the default month (and ideally, optional date) that the TFC world starts in when initially generated.
2. Describe the feature itself - what would change, what would happen. In general more detail is good!
   Good for modpack designs with a specific theme.
