Tool racks don't accept tools [1.18.2 Alpha 2.0.15]

Tool racks don't allow the placement of tools on them.
REPRO
- Started new world with no other mods.
- Placed tool rack on block.
- Right click at various points on tool rack to place tool. No effect.
Attempted with various tool racks (birch, kapok, blackwood, aspen), same result. Attempted with steel axe, copper axe, bismuth bronze pick, same result.
