Food "spoils" when doDaylightCycle = false. Technically, it reduces the amount of time it takes to spoil. There may also be other moments that should not be processed when stopping time.

Intentional behavior, /gamerule doDaylightCycle false is not a "stop time" command, it stops the daylight cycle only.

We are talking about in-game time according to the logic of things - the calendar time stops, but the food continues to "spoil". This is very strange behavior)
