This bug does not appear when generating worlds in single player, but when using the fire starter in multi-server, the fire starter does not catch fire with a block digging motion all the time.
Again, this bug does not occur in single player.
You will probably find that it is not a world file.
Then perhaps the server file could have been bad, so I'll try setting up the server again.
In the meantime, Mohist is used as the server, and plugins include Ax trade, DiscordSRV, Gsit, Laggremover, Lunachat, Spawn and TAB.
The following is a list of the plugins.
Fire starters are still not available.
I will try making it again with all plug-ins turned off.
After all, leaving the mods file and server.jar and setting up another server did not resolve the bug.
It was probably a problem with the server.jar.
I will try to build it with forge.
This should fix it.

I'll set up a server with just TFC later to check for bugs.
This was a server mod and the server started without any errors.
Or I may have missed it.
The bug is not caused by the config file, library file.
