With the current behavior trees, and more glaringly tree shrubs can end up submerged in flood fill ponds. Also occurs with plants, but those break. Should be possible to re-order the features, otherwise the flood fill feature could try to destroy the tree shrubs.

Appears to be resolved pretty effectively by Russian stopping bushes from generating underwater
