Fruit trees don't drop saplings in 1.20.x

Hello, I'm opening this new issue as I still have the issue with getting saplings from fruit trees.
Reported already in #2838, I posted that I still have the problem and attached a link to the recording, but I didn't get any response there.
I always axe the "elbow" blocks, exactly as it says in the book, but I never got any sapling.
To get saplings from a fruit tree, break the 'elbow' blocks (branch blocks that are attached to a block on one side and above) tree with an Axe.
I have tried several attempts on several worlds and at different times. There is no mention of any chance, so I assume I should always get at least one sapling from the tree.
