Removing snow with anything other than a shovel never restores what was under the snow

I noticed when punching snowdrifts away that the ore bits I expected underneath them would be restored. They were never restored. I tested in a fresh world and found that only using shovels would restore the contents underneath the snow.
I'm playing in 3.2.14 on 1.20.1.
Maybe related to the issue or fix from #2759 ?
