stone anvil creation doesn't require air block above

Right-clicking with a hammer on the proper raw stone type will work even when there's a block right above it.
Make sure to include:
- What did you expect to happen?
stone anvils not to create when clicking on a wall with a hammer. - What actually happened instead (i.e. what was the bug)
stone anvils created.
- TFC Version: 0.25.3 build 87
- A few other mods.
