Re @alcatrazEscapee , I think that's correct, as I've discovered them on ice as well:

Another example of berry bushes spawning on top of ice. They also can generate afterwards as this particular lake was already explored and therefore generated prior to it freezing in winter and there were no bushes then on its surface.

As an addendum, some of the bushes had already fruited when I got to them. So it can be inferred that even when updating they don't check what's below them.
