1. What problem or issue would this enhancement solve?
   Adding ore dictionary entries for gem tiers will make creating TFC-TNG based modpacks easier.
2. Describe the feature itself - what would change, what would happen. In general more detail is good!
   There is not too much to describe. How about adding ore dictionary entries for each tier of gems like so:

• tfc:gem/sapphire, tfc:gem/emerald etc. - ore:gemPoor
• tfc:gem/sapphire:1, tfc:gem/emerald:1 etc - ore:gemFlawed
• tfc:gem/sapphire:2, tfc:gem/emerald:2 etc - ore:gemRegular
• tfc:gem/sapphire:3, tfc:gem/emerald:3 etc - ore:gemFlawless
• tfc:gem/sapphire:4, tfc:gem/emerald:4 etc - ore:gemExquisite
