Make a Fire Charge recipe for Lignite, same as with Bituminous Coal

Describe the request
Currently you can only make fire charges with bituminous coal, while lignite is relegated to being a pure fuel source. Considering that both minerals are already pretty limited in use, at least they should be on par for recipe usage.
So, both minerals should be an option to make fire charges.
