Add options and config for missing crafting table unlock.

Currently TFC doesn't use the crafting table unlock feature that was present in Classic, A table can be summoned at the click of the heels (or pushing C).

In the past this has been talked about as being implemented as a configurable option with 3 settings.

  1. No key crafting table at all. 100% disabled.
  2. Key crafting table with no unlock requirement.
  3. Key crafting table with unlock requirement.
