New ingot piles can be stacked upon incomplete ingot piles.

Describe the bug
Make sure to include:

Nah. - What actually happened instead (i.e. what was the bug)
This:
New ingot piles should only be able to be placed on full block piles of ingots, rather than single ingots. Not a massive issue, but just makes no sense.
- TFC Version: 1.12.2-0.29.4.120
