Observed Behaviour
Bamboo is not being broken quickly with modular axe items (axe, adze).

Expected Behaviour
The bamboo should be broken faster with a modular axe.

Minimal setup needed to reproduce

• Forge version: 1.14.4 - 28.1.111
• Tetra version: 1.4.0
• Tetra configuration: Default configuration.

Steps to reproduce
Simply use any modular tool with axe functions and you will break the bamboo at the speed of punching it. Once I discovered the bug I tested a vanilla iron axe and it worked as expected, then turned it into a stock modular axe (iron axe head, iron tool butt, flimsy handle) and the modular axe did not work with the bamboo.
