Observed Behaviour
tool digs blocks that it isnt the correct tool for faster than it should, appears to happen with any tool i attach a diamond socket to

first tool i noticed the issue with(diamond pick head has been honed with efficiency, but happened before that):

Expected Behaviour
i would expect it to dig as fast as your hand digs, as it doesnt

Minimal setup needed to reproduce
just the current version of tetra as far as i can tell

• Forge version: 28.2.1
• Tetra version: 1.21.0
• Tetra configuration: not touched the configs

Steps to reproduce
can be reproduced just by attaching a diamond socket to tool. i think its efficiency bonus is applying to all dig speeds, not just the ones the tool is for. i tested it on tools other than the pick and still noticed it
