Tetra tools are much slower than vanilla ones

Observed Behaviour
As of right now, tetra tools are much slower than their vanilla comparisons, However, the tool efficiency doesn't seem to match up.
Here's a vanilla iron pickaxe:
The tool efficiency is 5.00.
This is the tool efficiency of a very fancy tetra pickaxe.
The tool efficiency is 9.17, much higher.
These tools mine blocks at the same speed.
Expected Behaviour
I expect the 2nd pickaxe to mine blocks at a much faster rate.
Minimal setup needed to reproduce
- Forge version:
1.16.3 forge-34.1.25
- Tetra version:
3.1.0
- Tetra configuration: https://pastebin.com/uLi08vmC
- Other mods:
I'm using Valhelsia 3.
Steps to reproduce
- Make a vanilla iron pickaxe
- Make a tetra diamond pickaxe
- Compare the the mining speed of both pickaxes
I've been told that you are to multiple efficiency by swing speed to get the actual stats.
Thus, there is no issue with the tool efficiency not matching up.
However, I still believe the 2nd pickaxe should mine at a faster rate as it's made using more valuable materials.
