[Bug] tetra workbench is asking for tier 44 hammer to make an iron hammer head

Observed behaviour
tried to go through the usual process for a tier 3 hammer, got told i needed a tier 44 hammer to proceed.
netherite hammer head wants a tier 47 hammer, according tot he holosphere.
this seemingly impacts all things that would normally need a tier 3 hammer; honing, for instance:
Expected behaviour
tooling should require hammer tiers that are actually achievable?
Steps to reproduce
- craft a double-headed stone hammer
- craft a second double-headed stone hammer
- attempt to make an iron hammer head on one of the stone hammers
- wonder at how to fulfill such lofty requirements

Is this the minimal set of mods required to reproduce this? Is it just the tool requirements that are skewed or are the tool tiers provided by different modules also skewed?
With the new tier system that forge introduces mods can inject new tiers in between the existing tiers, which would push the numeric representations of the vanilla tiers around.
Hey there, I've also been having this issue and nailed at least part of it to the Cyclic mod, without it installed and just Tetra a Netherite hammer requires a level 5 hammer, with Cyclic it requires a level 10, just having Cyclic installed seems to double the number of levels things need. I was having the same issue with the tier 44 requirement. I tied it to the Vanilla Hammers mod, once I removed that It went back to the normal requirements.
