Issues with Tetra block breakers and #forge:needs_(material)_tool block tags [Bug]

Observed behaviour
Instead of numeric block toughness tiers, Forge has started using block tags to determine what tool is needed to break a block. For vanilla tiers (stone-diamond), Tetra works beautifully. However, when using modded materials that require a netherite or better pickaxe, Tetra's modular tools can't harvest those blocks.
I believe this is an issue with Forge tags because when I removed all blocks from the relevant tags via KubeJS, Tetra tools could break the relevant blocks. However, that's not really a solution, as it also allows any tier pickaxe to break those blocks.
I have been encountering this issue using Gobber (with slightly edited .json files to reflect the appropriate breaking tiers), but I believe given the nature of the issue that it will occur with any netherite+ mods.
Expected behaviour
Tetra tools of a high tier can break modded ores.
Steps to reproduce
- Install Tetra, Gobber, and HWYLA (or similar)
- Use Gobber materials to make a Tetra modular pickaxe (nether and end gobber should break all of the ores)
- Note how Tetra tools can't break Nether and End Gobber ores, regardless of tier
