[Bug] Newly crafted rope toolbelt has three iron loops

Observed behaviour
Basic toolbelts (crafted from string, unmodified by the Tetra workbench) come with three iron loops pre-attached, and with 2/1 integrity used.
Expected behaviour
Expected the basic toolbelt to have just one strap. Getting a belt from the creative tab or from JEI cheat mode gives one with one strap.
Steps to reproduce
- Craft a new toolbelt from four pieces of string in a crafting table
- Look at its tooltip, or put it into a Tetra workbench
