Add a recover time to heater shield's limit time before it over.

How it improves the player experience

When after eating done with heater shield in off hand, it usually activate the shield shortly and let it into cooling time. But when it happened in some attack by mobs, the short activate time cause me had to wait the whole cooling in a crowd of attack.

Tetra synergies

Reduce some accidently short-time use (less than 0.25 sec) to make heater shield more flexible to use.
