
[Bug] Tools which have enchants by default (done via crafting) don't show their enchants until they are enchanted again

Observed behaviour
as the tin says. i'm toying with making default tool recipes give tetra tools in my modpack, and since i wanted quark parity (where gold tools have fortune/looting from the git go) i tried adding these to the output's tags. this works well, but apparently the table doesn't accept that a tool part has an enchant until it's enchanted again. i tried updating it with simply repairing/replacing parts, but that doesn't work.
Expected behaviour
i'd assume that it's the workbench's job to show us what the tools have on them
Steps to reproduce
1- use a datapack that has a tetra tool as it's output, with one of the parts enchanted (i can provide what i have if it's necessary)
2- craft the item and inspect it within the workbench
3- see that despite the tool part being properly enchanted, it's enchant doesn't show up in the workbench
