ACT is not glowing like the other terminals are and not dyeable...

I didn't intend for the ACT to be dyeable.
I'm not sure what you mean by 'glowing', all of my tests show that it produces light and illuminates the surrounding area.

It does not have a lightmap, aka it does not glow in the dark, the me terminal glow without producing light. Just place an ACT and a normal terminal next to each other in a dark area.

Hmm, I compared them side by side as you suggested but I'm still not sure what isn't happening that you expect. The corners of the ACT illuminate as intended to signify that it has power.

Update, see the difference here:

Notice how your terminal looks far darker, and I think that the light level of your terminal is far too bright.
Your terminal woulk in my opinion look better with less light level and an additional illuminated texture.
