Allow more flexible configuration for Health and Damage modifiers

Would it possible to relax some of the limits in the configuration for Mob Health and Damage?
Currently, the minimum damage and health modifier are 2.0x... I would love to be able to set 1.5 or even 1.0.
It seems that the limit is arbitrary and limits customizability.
