this mod breaks mob ai in nether and end on servers

this mod makes all hostile mobs not be aggressive to anything when in the nether or end, if you hit them they also just dont care, tried with and without other mods, it can affect modded mobs too. this only happens on servers, when playing singleplayer everything is normal.
also i should note that this started happening in version 1.3.2
version 1.3.1 works fine
