I've been experiencing an issue related to passengers in NBT data. I'm trying to create a horde that is entirely mounted on horses, however the maximum Horde entity count is interfering with that. Could a config option or some other ability be added to change the status of passengers?

This is casing all horses to spawn without riders, even on default settings. I'm on the latest forge 1.12.2 version
