The Nether is over-run with Weeping Angels

Me and my friends decided to install this mod, and after one of us entered the nether he was decimated almost instantly. They took his pick in the proccess (while he was trying to do something with 2 fps). As it turns out, when he teleported to the nether he was greeted by almost 200 weeping angels. Our portal was located in the Warped Forest biome, and angels were spawning in like crazy. They took our pickaxes while we were trying to lure them out but in the end decided to just /kill all of them because there was no way to stop them all.
I was curious if this was some other mod messing with the spawns, so I checked it on a fresh Minecraft Instance, no mods other than Weeping Angels mod (and Fabric API, of course). As it turns out, the bugged spawns were not affected by something else. I tped to the Warped Forest biome and after 20-30 seconds of being there a 120~ angels have already spawned all around me (I was using the Timey Wimey Detector to see the numbers).
