[Suggestion] Allow specifying the level of cellars with the level property

Currently I believe that the level property must be >=0, so that the cellars in buildings are completely randomized.
I would like to make some custom buildings with a fixed cellars, so could you allow specifying the level of cellars like "level"=-1, "level"=-2...etc.
