[Lost Souls][1.1.4] Haunting chance doesn't seem correct

Hello!
I was making a modpack for some friends and I added LC and LS.
While tweaking LS, I noticed the haunted chance config.
Setting it to lower values doesn't seem right:
# The chance that a building is haunted [range: 0.0 ~ 1.0, default: 0.8] S:hauntedChance=0.1
I've played with the extremes from 1.0, 0.8, 0.2, 0.08 and I tend to get un-reliable results.
1.0 gives the expected and each building is haunted.
I get the un-reliability when dropping the number.
Assuming 1.0 is 100%, 0.8 would be 80% and 0.2, 20%
Setting to any number from 0.8 to 0.08 resulted in the same amount of hauntings.
In a city with about 20 buildings, at least 10 were haunted every time.
For each test, I generated a new world.
I'm using a modified FTB Revelations pack.
It's not too drastically different from the latest official release of FTB Revelation, but I suppose anything is possible.
