[Idea] Better placement of parks

I came across this mod playing Omnicraft. I haven't played the pack much yet but spent a lot of time tweaking the LostCities parameters.
One thing that really bugs me is park placement. A lot of times parks cut the road network into small, disconnected pieces. Elevation changes will do that too, and the two combined will often lead to a city that looks very randomish and not "naturally grown" with streets reaching far.
I have an idea that I think would help a lot. It is based on an additional rule that would check if a certain chunk of street elected to become a park would disconnect the road network and it should therefore not get promoted to a park. This rule would work by analyzing the streets of a 3x3 or 5x5 square around the chunk, possibly in a pattern based way for maximum speed.
I can work this out in more detail and give examples or maybe an example program, but this will need some time, and I would like some feedback first. Do you think that is a good idea, and given it turns out to work, could make it into the mod?
