Spawners and loot chests not working correctly

the spawners are configured to spawn pigs instead of hostile mods (they dont spawn pigs even)
the loot chests are empty
already tested in rarecities and wasteland profile
forge 1.12.2 - 14.23.5.2084
lost cities 2.0.22
this happens with and without the presence of other mods
The chest part is Issue #155 from 2018.
