Twilight forest leaf and foliage blocks don't break faster with a hoe

Twilight Forest version: 4.0.426

Steps to reproduce:
- Load up a world with Twilight forest installed.
- Make a portal to the Twilight forest dimension and go through.
- Craft or spawn in a hoe.
- Break some vanilla leaves with your hand then with your hoe. You will notice that they break faster with the hoe.
- Break some twilight forest leaves with your hand and with your hoe. You will notice that there is no difference in breaking speed.
What I expected to happen:
Twilight forest's leaves and foliage based blocks would break faster with a hoe like what happens with vanilla's blocks in 1.16.
What happened instead:
There is no difference in breaking speed.
The One Probe's Hud showing Vanilla leaves now have the hoe as their effective tool:
However, Twilight Forest leaves have no tool associated with them:
I could see there being some exceptions to this rule such as hedges and giant leaves, but most of them should be able to be broken faster with a hoe to be consistent with vanilla.
