Steps to reproduce:

  1. Mining Iron Ore with Stone Pickaxe
  2. can't drop Item

What happened instead:
As for other tools, what can be originally dug with that tool needs to be higher than that tool.
example:
GoldOre -> need Diamond Pickaxe or higher tier
CopperOre -> need Iron Pickaxe or higher tier
