Forge version:
Twilight Forest version: 1.16.5 - 4.0.546

Steps to reproduce:

1. Installed forge, put twilight jar into mods directory
2. created a forge instance in 1.16.5 on Minecraft
3. Ran that instance, it went to the Force instance and processing, found the twilight jar
4. Created a new world, datapacks showed TwilightForest, Forge, Default
5. Went into work, dug the hole in dirt, planted various flowers around it, poured in water, threw in a diamond and... nothing
6. Verified in /give that twilight items are available in this world

What I expected to happen:
I expected the portal to open

What happened instead:
Nothing

I'm a moron, not enough water.
