Tile Entities appear to be generating underground instead of in the towers?

It appears the same problem occurs at the Aurora Tower. Junk appear in the ice under the tower.

Still does not appear to be a case of offset TEs. Many of these are far away from the Aurora Tower.

I'm a moron. Left the Lost Cities mod installed. It was somehow generating TEs from structures into TF.
