Steps to reproduce:

1. Keep on trying to use it. It won't work

What I expected to happen: Right-clicking while looking at a target within 20 blocks deals 3 (HeartHeart Half) points of damage and grants you 1 (Heart Half) point of health in return. It can be held down for continuous use, keeping the enemy in place with a very short Weakness effect, consuming one charge with every interval used

What happened instead: scepter of life draining doesn't work at all
