Tree of Transformation Saplings sometimes won't grow

Steps to Reproduce
There are two ways to reproduce this bug.
METHOD 1:
- Download this world and extract it to your saves folder: https://drive.google.com/file/d/1CEEFtwM2vpenfzCCzEAojAZx_fqUxQH_/view?usp=sharing
- Enter the world.
- Try to grow the Tree of Transformation Sapling in the circular Copper structure with Bone Meal.
METHOD 2: - Join the official Twilight Forest testing server (currently on Season 10 as of writing this).
- Enter the Nether Portal at the spawn area (near X 0 Z 0).
- Go up the stairs and into my (Untitled's) base.
- Enter the grass area where the Tree of Transformation Sapling is and attempt to grow it with Bone Meal.
What You Expected
The Tree of Transformation Sapling grows into a Tree of Transformation without issue.
What Happened Instead
The tree does not grow, no matter how many times you use Bone Meal on it.
Additional Details
In the world in Method 1, if you place a Tree of Transformation Sapling at X -13 Y -59 Z -41 (One block diagonal of the other sapling) and try to grow that one instead, that tree will grow just fine, despite both saplings being in the Copper circle and having the same amount of space to grow.
The sapling not growing in Method 2 is not caused by it being in the Nether. If you grow the sapling anywhere else in the Nether with enough room, it will grow just fine. You can see this in Method 1's world, by entering the Nether Portal in that world and seeing a Tree of Transformation I grew in the spawn area. The tree was grown after switching to Survival mode, too.
The structure housing the sapling in Method 2 is also identical to the structure in Method 1, just with Blackstone instead of Copper. So, if the sapling placed at X -13 Y -59 Z -41 in Method 1's world has enough room to grow, then in theory so should both the original sapling in Method 1's world and the sapling on the server in Method 2. In practice, neither sapling grows despite having enough room.
