Steps to Reproduce

  1. Enter the highlands under a cloud

What You Expected

In theory there should be some amount of uberous soil under and in the vicinity of the cloud

What Happened Instead

in 1.19 there is no soil generating. Soil still exists in the chests in the caves, but none actually on the hill

Discovered on the TF testing server
