Add a tooltip and/or a JEI info tab for the charms telling what they do

Why Should It Be in the Mod?

I saw someone asking about the charms in the discord and it occurred to me that while it's fairly reasonable to guess what the charms do by their names, it could be helpful to have the effects of the different levels of the charms somewhere so that the players can see what the difference is (and thus decide whether or not to combine their charms). Tooltip and JEI info tab were just the first places that came to mind.
