Steps to Reproduce

Obtain or Damage an Ice Bow and Ice Sword
Repair Ice Bow with normal Ice, Packed Ice or Blue Ice. All Three work
Attempt to Repair Ice Sword with normal Ice, Packed Ice, or Blue Ice. Only Packed Ice works

What You Expected

Either the Ice Bow to accept only Packed Ice or the Ice Sword to accept all 3 ice variants.

What Happened Instead

The two are inconsistent with one another, and I figure this must be a bug or forgotten detail.

Additional Details

This also occured with Forge 47.2.19 with v4.3.2145
