Steps to Reproduce

While playing the Aether, I decended into the Overworld, with the Peacock Feather Fan in hand
When I returned to the overworld, I found that I could infinitely use the fan, similar to if I was using it with an elytra
It only stopped being infinite whenever I touched the ground
This does not seem like an intended mechanic

What You Expected

Fan only usable once unless using an elytra

What Happened Instead

Fan was infinitely usable

Originally found in 1.19.4, retested in 1.20.4. I couldn't tell you if this is an Aether, Twilight Forest, or Vanilla issue, but I figure to bring the report here as it's related to Twilight Forest's items.
