Steps to Reproduce
Shoot the top half of a Goblin Knight using an Ender Bow
What You Expected
I wasn't really expecting anything to happen, I was just fooling around in creative mode with the different bows.
What Happened Instead
When the top goblin and I switched places, I started riding on top of the bottom goblin. The goblin can be dismounted with the shift key afterwards.
Additional Details
Honestly, this is simply an interaction I thought was funny, but I thought I should mention it since it could potentially pose a problem in Survival Mode.

This is known and intended. You can even ender bow other things from on top of the goblin knight to make them mount the goblin knight.
