Steps to reproduce:

1. Spawn the naga and be in creative mode or outside its target range

What I expected to happen:
In 1.7 the Naga has an "idle" AI routine where it wanders semi-randomly within its area.

What happened instead:
In the current version it doesn't move unless it is pushed.
