Recipe Commands not working on a server without the mod

Environment: Multiplayer
Mod name: Recipe Commands
Mod version: 3.6
Description
When on a multiplayer forge server without the mod, the commands do not work.
This may just be works as intended as the commands work with the mod installed on the server.
